Student funding (or lack thereof) can significantly impact various aspects of the PhD experience. A solid funding package might allow PhD students to devote more time to writing/research (and less time to teaching/research assistantships), whereas insufficient funding may force students to take on additional hours of paid work. Both funding scenarios could increase or decrease time to completion.
